feat(agentpacks): 文件选择器安装 — POST /install-upload + webui drag-and-drop

后端:
  - agentpacks.py: 新增 POST /install-upload（multipart/form-data）
    上传 zip → 写临时文件 → install_from_zip → 删临时文件
    同样 loopback-only（与 /install 安全等级一致）
  - _loopback_only() 提取为共用函数，避免重复

前端:
  - api/agentpacks.ts: 新增 installUpload(file, allowShell) 方法
    使用 FormData + fetch，不经过 api.post（Content-Type 由浏览器自动设置）
  - pages/AgentPacks.tsx: InstallModal 完全重写
    * 主要路径：点击 / 拖放区域选择 .zip 文件（<input type="file" accept=".zip">）
    * 显示文件名 + 大小，支持"重新选择"
    * 折叠式"高级：直接填写文件路径"保留旧路径输入
    * 安装按钮图标改为 Upload
    * 两种方式互斥：选了文件清空路径，填了路径取消文件选择
